About This Resource

This letter is a practical advocacy tool developed to support participants, families, support coordinators, and Behaviour Support Practitioners in navigating the recent Section 33 changes to NDIS plan funding periods.

Starting from October 2024, NDIS plans can now structure funding allocations across quarters. This presents an important opportunity for Behaviour Support services to request funding that aligns with legislative requirements and the true intensity of support needs, especially in the early stages of plan implementation.

What the Letter Includes

  • A recommended structure to allocate 1/3 of BSP funding in Quarter 1 and 2/3 across Quarters 2–4

  • Legislative justification referencing Positive Behaviour Support (PBS) obligations and restrictive practice reporting

  • A clear, professional letter addressed to NDIS planners, ready to attach to plan reviews, reports, or RFS submissions

  • Applicable for all clients, not just those supported by Billy Cart Behaviour

Why Use It?

Behaviour Support Plans are most resource-intensive in the first few months of a new plan due to:

  • Functional Behaviour Assessments

  • Behaviour Support Plan development

  • Restrictive practice reporting and compliance

  • Staff training and stakeholder collaboration

This letter helps ensure that funding is available when it’s most needed, reducing the risk of non-compliance, service disruption, or harm due to underfunding.

📥 Download the letter below and attach it to your next plan review or report submission to ensure your clients are funded appropriately and ethically under the new Section 33 framework.
